IMO, this does not constitute post hoc analysis. They are not moving the goal post. They are assuring that two issues do not confound the statistical analysis, not select some sub group for post hoc analysis that might pass muster. They wanted to insure that the miscounting of a PFS event not be misconstrued as an event by the trial for the pseudo progression that was really the vaccine successfully doing its job and the growth of what looked like tumor was really necrotic and should really not count as an event of failure but rather as an occurrence of success! The other issue was how to treat the possible confounding of the trial by the right to cross over. I believe that they were proposing an analysis that would eliminate this possible confoundment. This has nothing to do with post hoc analysis that find some post hoc sub group for which the data works, it is not permitting faulty early information to confound a successful trial given current up to date knowledge acknowledged by all. IMO.
