Re: Decorum in House Debate

I like this part:

Members may not engage in personal abuse, innuendo, or ridicule of the President. It is out of order to question the President’s personal conduct, “whether by actual accusation or by mere insinuation. References to the President that have been ruled unparliamentary include calling the President a “liar,” attributing “hypocrisy” to him, accusing him of “demagoguery,” and alluding to alleged personal misconduct or a “propensity for unethical behavior” on the President’s part.

Another paragraph is needed:

However, it is perfectly fine for the president to engage in personal abuse, innuendo, or ridicule, which he does on a regular basis. It is in order for the president to question anybody's personal conduct "whether by actual accusation or by mere insinuation. References to whoever the president hates at the time that have been ruled parliamentary include calling them a “liar,” attributing “hypocrisy” to them, accusing them of “demagoguery,” and alluding to alleged personal misconduct or a “propensity for unethical behavior”. And further, it should be expected that the president will vigorously exercise these rights throughout this procedure.
