Great hydro production but it does not increase with population growth. Short term we have had some surplus as industries have shut down and moved to China but going forward, have population growth and environmentalist pressure to eliminate dams and improve river quality/fish movement. Given the choice of environmental issues or giving California more electricity. I doubt CA is a priority.
The volume of electricity we are talking about is huge. Heavy commuters will be doing massive overnight draws to recharge their cars for the morning commute. I doubt the dilapidated long distance power lines are up to the electric volume flow required, and with typical short sighted California regulators, powerlines not likely to be built until they start having routine blackouts.
