All of what you point out is relevant.
 
Another factor, and a huge one in my opinion, is POLITICS.
 
There is no political benefit for either IOC or Petromin to site an LNG plant at Napa-Napa.  Given what is going on with the Exxon project, it would seem that there would be substantial benefit to have the "locals" in the Gulf province solidly behind IOC's project and get some economic benefit out of it..  Having Petromin take the lead in the plan development, and get maximum credit, for what is now happening is a very good strategy.  Such helps move things along in every respect.
 
As you say, IOC has more options now.
