By my knowledge, as long as the new owner (acquirer) owns more than 85% of the CTL's shares, it would use 100% of the NOLs - yes limited by the amount for each year. For CTL's buyer, it means a potential $1 billion profit could get sheltered each year - a not so trivial saving.

Carl Icahn could tell you how he stole minority shareholder's XOHO stock in order to reach the 85% ownership and took XO private, squeezed every penny of the $4 billion NOLs in a few years, then abandoned and threw XO to VZ.
