If nothing really works then I think we should consider removing them from society all together somehow.  I don't know what the somehow is .
 
But, if removed from society, in theory at least, they don't entice or introduce the "next gen" of addicts.
 
Without addicts, the drug and related serious  associated crime  and other costs are eliminated as well.
 
Yeah, I know.   Dreaming.
