Some asides...
 
Norway has lots of hydro power that makes electricity...
 
What will people who have chargers in their garage do when they get their first few electric bills?   
 
Energy is energy,, heat to electricity then back to heat when you put on the brakes on your car.   All our energy comes from the sun, and if it made plants that produced coal and oil centuries ago, and we just now are releasing that heat to make electricity ...  what goes around comes around.  But aside from Norway, where is all this energy to be transformed to electricity coming from?  If it involves fossil fuels in any way then one gets CO2, etc. etc.  No free lunches...
