They are this way because the "cops" are crooked and will do nothing to stop their frauds. They are all braggarts and "in-your-face" thugs and hoodlums because they have learned that they are immune to the law. What would happen if suddenly laws were enforced? They would be whimpering spineless creatures willing to sell anyone else out to save themselves from prison. Sam can train them on ratting out others especially family. Then they can spend the rest of their lives telling everyone how they were "smart" crooks and conning everyone into believing they are "reformed" while they try to steal your wallet.
