Sounds terrible. Of course, enumerating all that has historically brought the stock down to its present parlous price fails to appreciate what the Company has upon which it will build. Take for instance all the unkind allusions to the Cucharas Dam. There is immense value to be garnered once TURV obtains financing to proceed in rebuilding the Dam. The State of Colorado wants nothing more than for that to happen as it will. This is what one informed party has had to say about Cucharas.
Cucharas Reservoir is the largest on-stream reservoir in the State of Colorado that remains privately owned. Because of that, it also is under scrutiny from the authorities.
The permit authorizing the construction of the dam was initially a Federal permit, which enhances the later status given by Water Court when it was adjudicated.
Because the Reservoir was permitted, built and adjudicated, and has an Absolute, as well as, a conditional storage right, it has a legal status that would be virtually impossible to obtain today. The “footprint” and the Statutory Right to rebuild has a great value. As an example, Parker Water and Sanitation District obtained their permitting process to build Reuter-Hess Reservoir. It cost them approximately $30 million and took 16 years to get permission to build. That cost did not include water rights.
Th unique part of the Cucharas is that it was part of a system of reservoirs and other water rights. That whole system, of the facilities and rights still in use, was purchased by Two Rivers. The re-assemblage of this system and the potential development of consumptive use and untapped water from subterranean sources has extra ordinary value.
Some aspects of the dam are often overlooked. It is part of the flood control program for the drainage. The Corps of Engineers have a vested interest in the dam, because they are responsible for public safety along with the Division of Water Resources.
The single most valuable aspect of a storage facility is that once stored the water remains controlled and can be time released upon need or demand. Direct flow water must be utilized when available or it passes. Storage is being sought by all water entities for the obvious reasons.
Finally, the single highest priority in the water community is the development, improvement and even expansion of storage. There is nothing available in the entire state that could compete with this opportunity.
