It is perfectly reasonable to argue that NVAX MERS is mothballed. It is not listed on the site in any sort of pipeline fashion.
It is also reasonable to argue that NVAX MERS is looking for funding to do any clinical development.
It may well be/or not that the company hopes to find some CEPI money to fund the effort.
It may well be/or not that the company doesn't want to list something on its site that it has no plan to move on short of external funding.
That the NVAX MERS vax cannot illicit a human response seems baseless. The humanized cow responds to the vax, in the context of that observation the burden that it cannot illicit a response in humans is on the claimant. One may be able to find antigens that generate a response in the SAB cow that cannot generate a response in humans, but it would likely take some looking.
