Texas is about 60% larger than California
But California has 171,057 acres of national forest. Texas has 775.
"the same forests"??? Really. How do you get your head that far up you ass?
Moreover, in both the spread and fighting of fires, topography is nearly everything, and the topography of Texas has little resemblance to California. (Or did you think that Yosemite is in Texas.) Indeed, areas immediately to the east of the Rockies is noted for being flat and exceptionally boring.
It also seems that you didn't read the paper. Fires aren't the only issue. Texas may not be having lots of fires, but it is getting hitting more frequently with larger storms, and repeatedly flooding the same areas.

Of course, lots of things contribute to fires. But none of the factors you mention do diddly-squat to explain the CHANGING, every increasing patterns.
