The current lithium-ion battery is not an adequate design for mass adoption of EV's.  Most consumers would not choose the current EV over an ICE, thus it requires a government mandate.  

 

More importantly it will deplete the Earth's resources and set up more international confrontation.

 

 

We might as well get going on expansion of carbon capture anyway, because there are many greedy people out their that will continue to emit massive amounts of carbon, whether its a dictator invading and bombing another country or just some billionaire getting his jollies going into outer space.
