I think the main goal wrt supply chain security is to have a domestic source option. For silicon backplanes, ManTech funded the effort to qualify a domestic foundry (I think that was in 2018, not sure), but the EMAN 10Q/Ks still state that essentially all backplane wafers are sourced from Taiwan and Korea. So it looks like the domestic backplane source is more of a contingency plan. Since the OLED micro display supplier is already domestic, I assume a foreign source might provide an acceptable second source. A second source military OLED display supplier, wherever they are located, would not be able to get enough military business to financially justify their existence, so that display supplier would need a principal business in the consumer/commercial sector. That's the thinking behind what I suggested, FWIW.
