Sure does seem that way in Mongolia as members of the "Parliamentary Working Group issued conclusion to renegotiate OT IA and cancel Dubai agreement"...well not actually
according to Dale Choi "Having said that, we think primarily angle of Parliament on OT and all other matters is to basically to get re-elected in 2020. If damaging OT helps for re-election, we feel that some sort of action will be done and we note political fluidity and quick reaction and maneuvering capability of the authorities."
he goes on to say... "Key is that compared to UB pollution, traffic, unemployment, justice/sending guilty folks on jail ride, 8%, subsidies, etc and etc and other huge stress factors for electorate, "unprofitable OT project" is not really huge one for electorate. Yes, they don't like OT after being brainwashed for decades but not really fired up to go to main square to demonstrate about it to stop the project. so we expect no major Parliament action until September. By September, full election campaign is just around the corner in 2020 , so we feel authorities will make decisions only it helps then get re-elected. Until then, we expect just posturing and no actions."
