 Keep in mind that there are 20,000 polling stations with about 105,000 ballot boxes.  Thus, in theory, there are 330 extra ballots per polling station or about 65 extra ballots per ballot box.  But, this makes no allowance for the "safety stock" retained by local election officials in each of the 338 ridings in case of an emergency nor the number that get shipped to non-resident Canadians that are eligible to vote.  When you break down the "extra" 6.6 million ballots, it starts to look more reasonable when allowing for the "unknown".
