The Navigant report is just one more piece of evidence that wind, solar, and storage together now out compete all other forms of new generation in most markets. In the U.S. we will continue to see a few additional gas plants built. Utilities are notoriously cautious, preferring the tried and true, and some like Duke own the gas pipelines and so have a vested interest in continuing to use that fuel even if it is not in the best financial interest of their customers. However, if the predictions continue to be correct (and they to date proven too timid, for the most part) the small competitive advantage of solar, wind and storage will quickly grow to a large advantage, one even the companies with a vested interest in other forms of generation cannot ignore.
