Raise your hand if you believe we could build a new reactor for <$2B AND
get it done in 4 - 6 years.
 
 
A few decades ago, Diablo Canyon was almost complete.  Then somebody read the architectural plans.  They had built the plant backwards so that all of the earthquake resistance features were in the wrong places.  Oops!  Time for another decade of construction.
