Probably won't go anywhere at the moment with the divided Congress, but I think the thing to take note of is how quickly the rate can change once a tax is introduced.

A 1% tax on buybacks is neither here nor there, but we are a couple months in and the president is proposing 4%. No reason that would be the end.
