 Costs can be highly variable. The latest Diamond Back (FANG) presentation shows costs running 850k per 1000 feet.  So a 10k horizontal will run about 8.5 million.  11.7 sounds high to me for a 10k horizontal.   You need to state costs per 1000 feet, so that lateral lengths don't matter for comparisons.
