For Russian leadership in general and speaking to the long-term benefit of the people in Russia, using a nuclear weapon would put more options on the table for anyone attacking Russia, would make Russia an enemy of much of the world and cause considerable long term internal and external problems. It even raises the slight risk of a nuclear war.
The average Russian and leadership of Russia won't want to use them.
That just leaves Putin and his immediate cabinet/leadership group. What will Putin and his people want to do? My own view of Putin is that at heart he is a Russian patriot and won't do anything that he thinks will be in Russia's long-term disadvantage. Therefore, I still find the use of nuclear weapons to be unlikely but barely possible because it depends on the decision of Putin.
