The conceit is that a price cap would be an offer Russia could not refuse. Also, fwiw, two can play this game: Russia could cut shipments of, say, NG to Europe on Dec 1, which would cause the spot price of NG to rise, thereby (more than?) negating losses due to a price cap on seaborne crude and refined products. |
