that looks like stealing for sure.  As for taking advantage of government subsidies, I turned down $65,000 from the Covid PPP plan because I was not going to lay off any employees anyway and I didn't feel like stealing from my fellow taxpayers.  But I know Canadian Mining companies with operations in Nevada that took over $1 million.  To say nothing of the outright fraud that saw people from prison filing for loans.
