If he did, it did not last long. Italy is the only country I have been in where they actually have a schedule posted on the refunds you can get due to train delays. Last time I was in the Tuscany area a train simply did not show up and the locals felt that was normal and said just to wait for the next one. Mind you the high speed inter city trains were more reliable.
