I looked through to see if there were any rules of thumb for overseas investors. This is the best I could do.
1. Avoid the most authoritarian countries. But others may not be so bad.
2. Flawed democracies can be good investment destinations.
3. Hybrid authoritarian-democratic regimes can be good investment destinations.
4. The most 'democratic' countries can still be subject to special-interest hold up of valuable projects.
