1.  If I was Secretary of State, I would make a phonecall to the German President.  I would has Angela Merkel one question, "Can you confirm for the United States government within 24 hours that Deutche Bank massively conducted nakedly shorted shares of American Corporations leading into the financial panic of October 9, 10?  Failure to confirm would be considered a positive confirmation." 

After 24 hours, I would inform Ms Merkel that the Deutche Bank had all US Banking and Trading Charters revoked.  Thus they lose all permissions and standing to conduct business in the United States as of November 1st.  Their accounts would be frozen until Deutche could present liabilities to the US Government for payments to their vendors.  The US Government would not be held liable to the World Court or anyone else because this is a sovereignity issue.

All private and public monies would be similarly frozen and used to repay the United States Treasury for the harm caused to the United States Financial Institutions.  Such payments would offset the need for injecting $780 billion into the mega US banks.

Lastly, after 1 year, Deutche Bank could reapply for a Banking license to conduct business in the United States but it would be forever prohibited from trading or stock making businesses.  Deutche Bank would have to arraigned for other stock brokers to represent their interests in the United States.

2.  Any other Foreign Bank caught doing the same treachery against the United States of America would suffer the same fate.

3.  The SEC would audit all net positions of all investments and short sales of all foreign banks in the United States as of last Thursday.  All FTDs and naked short sales would cause the stock trading licenses to be revoked.  If the fraud is massive, they would get the Deutche Bank treatment.

HOW DARE FOREIGN BANKS AND THEIR US SUBSIDIARIES FOR PROFITING BY NAKED SHORT SELLING AND FTD SHARES IN THE UNITED STATES.  THIS IS A CRIME AGAINST OUR SOVEREIGNITY.  (the fact that we're idiots for allowing this is beside the point....)
