According to Wikipedia, the volume of Lake Michigan is 4,918 km³, which is equivalent to about 5 X 1015 liter, in other words, 5000 Trillion liters of water. Seems the price of $100B is too low.
 
On the other hand, Lake Baikal (in Russia) has more water than Lake Michigan and is much closer to China. Better yet, at the peak of the Tang dynasty, Lake Baikal was under the control of the Tang empire. Don't rule out the possibility of that happen again.
