My reply to this is "so what?" Let 'em knock themselves out, I can't compete with them trading as it is so this would do little damage to me at all.
I'd be willing to wager that small investor returns would actually go up overall if it had the wonderful effect of convincing small "investors" not to trade because they couldn't compete. The real reason they can't compete is because they have neither the resources nor the training to compete effectively even assuming everyone follows all the current rules (which of course, they don't). Add-in the shenanigans that go on under the current system, both grey area and flat-out illegal, and small fry don't have a prayer.
Again, I'd actually welcome it because I'm certain it would create long-term opportunities for me. Also, to some extent they will eat one another alive, and also mutual funds with little-guy money in them (Fidelity, Vanguard, huge pension funds et al.) will compete in that arena on our behalf.
