Perhaps Floridan legislators had this mistaken belief that their citizenry is no chicken that like their guv at that time was a Texan implant where rangers and gunslingers roamed. It's always argued by opponents of gun advocates that when you have a gun you are bound to use someday. The counter is that you only live once unlike James Bond. So now we are faced with "the law of the jungle" reminiscent of the days of Wyatt Earp and Tombstone. Would you rather die a sitting duck but wrongly perceived as a "martyr"? Or would you rather hold the belief that "discretion is a better part of valor"? Sometimes life's choices are hard ... and confusing.
