Strong Buy
I'm going to say it... while it may be a few months too early...1 year from now Celgene should institute a dividend. Can start it out as a low 1% yielding equity, but the clairity in returns a dividend provides to SOME shareholders is pleasant. A buyback program is great but more opaque and on days like today, would allow some to buy as the value causes an increased yield. It also provides a nice marketing headline 1 time per year showing investors confidence when company raises it.
