Anything that goes against entrenched interests is going to take time. But, more importantly, it relates to the core fiscal problem of stranded assets. If a diesel engine in a truck becomes unusable because of regulation despite having useful life remaining, that is a financial impact that needs to be planned and accounted for over time. If companies can accelerate depreciation on those banned assets, they take less of a hit and the timeline can be shortened. Governments can and should provide that tax/accounting relief to accelerate conversion.
