Well, I've said this before and will have to say it again, though it is not popular:
Property "rights" and ownership is and always will be at the pleasure and permission of the Government. The Constitution of the United States explicitly guarantees only ONE property right (the Right to Keep and Bear Arms). While the Fourth Amendment offers some protection of our personal effects, and the never-mentioned Third Amendment forbids the housing of troops in private homes, in the by-and-large property ownership is not a fundamental Constitutional Right. In fact, the Eminent Domain clause allows Government to take your real estate property just about at whim.
Therefore, while I am not a fan of property taxes, either, I don't think there's one whole hell of a lot we can do about it. By the way and for the record, I think that ANY sales/consumption tax is regressive and inherently wrong, so I would abolish all sales/consumption taxes if I had my druthers....
