Of course there are some unattributed cases and half of all appeals in the 10th are rejected on procedural grounds. So MOG's figures are probably correct, but misleading, since most of here reversals were reversed only in part, and Kimball's record is average on the whole .and better than average in the last half of his tenure. On pure statistics, ignoring the merits, their chances of even a partial reversal are no more than 20%.
