Unfortunately the original purpose of the Ebola formulation was lost in the wake of the big outbreak. The project was quite successful with respect to its original purpose which was to protect soldiers on the battlefield by providing both post-exposure and prophylactic protection against Ebola.
It was the most effective of several treatments as measured in controlled tests via the Animal Rule, successfully scaled, lyophilized, and manufactured. It may very well still be the most effective means to "protect the warfighter".
It's suitability for deployment in Africa for treating rural patients was less than optimum to be sure but that was NOT its intended purpose.
